Real Madrid C.F. would like to express our satisfaction with the decision of the European Commission, which determines that the regularisation agreement signed with the Madrid City Council in 2011 "does not constitute State aid," and therefore concludes that the doubts that led to the initiation of the proceedings have been duly resolved.
The European Commission acknowledges in its final decision that no favourable treatment or aid was granted to Real Madrid.
The European Commission expressly acknowledges that the compensation set out in the 2011 agreement was the most beneficial way for the Madrid City Council to resolve the non-compliance that our club had endured for more than a decade. Such compensation was established in view of the impossibility of handing over plot B-32, located in Las Tablas, to Real Madrid, which was a commitment stemming from the 1998 agreement.
The European Commission also recognises that the valuation of the aforementioned plot B-32 in Las Tablas, included in the 2011 agreement, in accordance with the cadastral methodology and the valuation criteria of the applicable regulations, was correct, the valuation system that the Commission entrusted to an architectural firm in Barcelona, which served as the basis for the initial decision of 2016, being erroneous. All the valuations of independent valuers provided by Real Madrid and that of the General Directorate of Cadastre of the Ministry of Finance coincide with the valuation established by the municipal technicians in the 2011 Agreement.
The European Commission also states that Madrid City Council sought all the necessary technical reports (legal, economic and urban planning) for the signing of the 2011 agreement, as any other private operator would have done under market conditions.
Our club will immediately request the return of the 20.3 million euros paid to the Madrid City Council in 2016, plus interest for late payment, in accordance with the applicable legislation, in order to restore the economic damages caused by this investigation dossier, which has been delayed for more than 12 years.
The final resolution of this process once again proves that Real Madrid is managed in accordance with the principles of transparency, integrity and honesty, essential values that govern all of the club's actions.
